ASSISTANT DIRECTOR – ELECTRONIC MONITORING CENTRE
Salary: CI$55,560 to $74,712 (US$69,450 to $93,390)
Under the direction of the Director of Public Safety Communications, this post is responsible for the operation of the Cayman Islands Electronic Monitoring Centre (CIEMC) The CIEMC monitors selected offenders as referred to the Electronic Monitoring Programme by the Courts, Her Majesty’s Prison Service, or Royal Cayman Islands Police Service. The CIEMC is also tasked with video surveillance of the new National CCTV Programme with up to 400 CCTV cameras located across all three islands. The Assistant Director – Electronic Monitoring Centre will act as the Government’s CCTV Administrator and supervise a small staff of Electronic Monitoring supervisors and officers.
In addition to other operational and management duties, the Assistant Director – Electronic Monitoring Centre will train department staff members in the appropriate monitoring of public CCTV, will conduct evaluations on systems and employees, prepare reports regarding the activities of CIEMC, and provide presentations to the public.
Formal training in offender and CCTV monitoring will be provided to the selected candidate.
To be considered for this unique experience, you must possess:
- At least an Associates Degree and/or 7 years experience in law enforcement, public safety or the security field of which 3 years must have been at the supervisory or managerial level.
- Strong knowledge and experience with PC hardware and peripherals, electronic offender monitoring devices, and/or CCTV.
- Type 25 words per minute;
- Utilise Microsoft Word, Excel and other common software applications;
- Communicate effectively with the public and other emergency response personnel verbally and in writing;

1. JOB PURPOSE
This is a highly skilled position requiring the post holder to manage the effective operation of the Cayman Islands Electronic Monitoring Centre (CIEMC). This post manages, supervises, directs, instructs, evaluates and assesses junior staff and ensures that the monitoring of selected offenders and video surveillance is done professionally, with the highest regard for the law, and with vigilant assurance that human rights and privacy concerns are addressed.
The post will serve as the Government’s CCTV Administrator and will be expected to answer questions from other government departments and the public regarding the National CCTV Programme. This post will be expected to monitor trends and review existing procedures/policies and recommend new and improved approaches.
The Cayman Islands Public Safety Communications Department is responsible for two programmes:
- The Public Safety Communications Centre (CIPSCC) processes over 12,500 Calls For Service (CFS) per annum resulting from over 120,000 emergency and non-emergency telephone CFS are dispatched to the Royal Cayman Islands Police Service, Cayman Islands Health Service Authority’s EMS Department, and Cayman Islands Fire Service.
- The Electronic Monitoring Centre (CIEMC) is responsible for two functions: 1) the tagging and monitoring of selected offenders (up to 60 offenders simultaneously), and 2) video surveillance under the auspices of the National CCTV Programme (approximately 400 CCTV cameras located throughout all three islands).
3. PRINCIPAL ACCOUNTABILITIES
Quality Assurance and Supervision
- Train new Electronic Monitoring Centre staff, including how to tag selected offenders, monitor and process violations using the electronic offender monitoring software, and how to conduct CCTV video surveillance
- Conduct reviews and evaluations of actions handled by staff involving electronic offender monitoring and CCTV operations
- Prepare annual performance assessments assigned to the post holder’s assigned employees for verification by the Public Safety Communications Director
- Initiate troubleshooting of technical systems upon partial or complete system failure, including developing, proposing and implementing back-up plans
- Ensure that the Electronic Monitoring Centre roster is covered at all times by arrangement with Electronic Monitoring Supervisors, Electronic Monitoring Officers or CIPSCC staff in coordination with the Assistant Director of Public Safety Communications for Operations and Training (25%)
- To operate and control the CCTV monitoring equipment
- Maintain the integrity of CCTV operations by ensuring compliance with the Laws of the Cayman Islands, and any regulations, policies, or procedures as adopted by the department
- To act at all times in accordance with procedures laid down within the approved CCTV Code of Practice
- To be responsible to determine and take the appropriate action required in response to any incident monitored or inquiry received
- To complete appropriate administration procedures in connection with any relevant incidents monitored
- To maintain an appropriate log of events
- To ensure that the CCTV System and related equipment is kept in a clean and tidy condition at all times
- To demonstrate the CCTV control equipment to any approved visitors as appropriate
- To produce, and maintain the continuity of, all detailed records or evidential material required in a clear legible and accurate This includes digital images, management records, evidence records and witness statements to a standard acceptable by the court
- To attend court as a witness if necessary to give evidence
- To investigate all footage of an incident to extract the maximum amount of information from every camera angle so that this evidence may be used in court (35%)
- Review and update policies and procedural manuals, training and resource materials
- Prepare and participate in presentations to schools and community groups by contributing to publicity information and delivering joint presentations
- Undertake projects as assigned by the Public Safety Communications Director (15%)
Administration and Processing
- Receive and document all complaints received by the public and/or user agencies
- Data gathering and direct participation in disciplinary matters, as directed by the Public Safety Communications Director
- Verify electronic time sheets for staff assigned to the post holder
- Act as the department’s alternate Freedom of Information Manager (15%)
- Undertake any other duties and responsibilities commensurate to the grade of this position including serving as the Acting Public Safety Communications Director when necessary

5. BACKGROUND INFORMATION
The Cayman Islands Electronics Monitoring Centre (CIEMC) coordinates the electronic monitoring provisions of (a) the Alternative Sentencing Law as it relates to offenders sentenced to abide by an electronic curfew, (b) the executive release of prisoners, and (c) those persons placed on bail by the courts or police. Electronic Monitoring’s operational procedures are based on the law, regulations and the organisational needs of the Court, Her Majesty’s Prison Service, or the Royal Cayman Islands Police Service. In addition, CIEMC maintains video surveillance in support of the National CCTV Programme.
Public Safety Communications Centre:
The Cayman Islands Public Safety Communications Centre (CIPSCC) provides a 24/7/365 dispatch service and coordination centre to support emergency response in the Cayman Islands. It prioritises requests for assistance and dispatches the appropriate units. CIPSCC Telecommunicators provide life-saving, pre-arrival instructions to callers to lessen the impact of an emergency; and to maintain the safety of first responders.
6. KNOWLEDGE, EXPERIENCE AND SKILLS
The post holder must have:
- At minimum an Associates Degree and/or 7 years experience in law enforcement, public safety or the security field of which 3 years must have been at the supervisory or managerial
- Demonstrable work experience involving the following: remaining calm under pressure/in stressful situations, being well organised and flexible, demonstrating listening skills, showing a clear attention to detail and working effectively as part of a
- Formal training and/or certification in electronic offender monitoring (within 180 days of hire)
- Formal training and/or certification in CCTV operations and management (within 180 days of hire)
- Strong knowledge and experience with PC hardware and peripherals, electronic offender monitoring devices, or
- The following abilities are essential in successfully effecting the requirements of this role:

7. ASSIGNMENT AND PLANNING OF WORK
- The Postholder’s workload is determined by the Public Safety Communications Director as well as his/her tasks as it relates to the direct management of telecommunications A quick turnaround on work assignments is required. However, the Post holder is expected to use initiative and be proactive in assisting the Public Safety Communications Director without prompting.
